Will he or won’t he? Before he was
re-elected last year, Joe Biden wasn't
saying “yes” and he wasn't saying “no” about whether he intends to
run for the Democratic presidential nomination in 2004. Now he says
he's "considering" it. As for any
signs of what he'll do, well, they go both ways.
